TLDR : Answer Summary
To change an initial 2-year Thai driver's license to a 5-year license while located in Jomtien, the process is generally straightforward and similar to the original license. You can typically start the renewal process up to 3 months in advance, though some may manage as early as 6 months. Required documents include a medical certificate, resident certificate, passport, and both old and new licenses. Photocopies of essential documents are also necessary, and an eye test is required. It's often recommended to visit your local driving office for specific rules, and some expats suggest using an agent for assistance.

I believe you can go a few months before it expires, we were about 3 weeks early.

Similar as the 2yr. Its easy, you can do it yourself

The process is pretty straightforward and similar to the 2 year license (assuming you just converted your foreign license, but you obviously don't need that this time. The paperwork is the same, the reaction tests are the same. I've never had to watch a video so don't know about that side of it

Best advice, use an agent. Especially in your area there are plenty of them to walk you through the process.

I recently did mine 6 months early in bkk, but I understand 3 months is traditionally the rule.

You need medical cert, resident cert, passport, and license(s). Photocopies of the key things of course. You do have to do the eye testing again.

Your local office may require an appointment or have other special rules.
