Passport copies, notifcation of address, medical certificate. Than you can apply for Thai Drivers license and follow all the tests.

for that "notification of address" I think you mean 'proof of residence" which can either be the letter from the thai immigration office, the notary letter from your consulate OR your work permit (if you're legally working here).
