Question: the 30 day visa extension. Does it begin from the day the visa is extended at immigration or does it begin from the end of the 60 day stamp?..

TLDR : Answer Summary
The 30-day visa extension in Thailand begins at the end of your current visa stamp, not from the date of the extension. This means if you have a 60-day entry stamp, the additional 30 days will start after that stamp expires, and there is no advantage to delaying the extension application until the end of your original stamp.

It "extends" the entry you have, so it's added on.

A tourism extension starts from the end of your current stamp. There's no benefit in waiting until the last minute.
