Does my child need to be present in the application country for the DTV visa after my approval?

Hi, I’m planning to apply for the DTV visa from an Asian country, and I’d like to know if my child also needs to be physically present in the same country to obtain the visa after my application is approved. Alternatively, can he be in a different country, and I apply for his visa online once mine is approved?
