Thailand Pass and visa are completely separate and don't require the other to apply.

thanks. I was a bit confused as many websites state TP requirement to include 'Thai Visa (if required)'

the old COE required it but Thailand Pass does not. You'll need the visa to enter but not for Thailand Pass.
