TLDR : Answer Summary
The Thailand Pass system requires users to scan all relevant documents into one single file, as uploading multiple documents is not permitted. For example, both flight itineraries and insurance documents must be combined into a single image file, typically in JPEG format, rather than submitted as separate files or as a multi-page PDF.
It has to be a JPEG file. That is one flat file, like a photo. Not a folder or multiple pages. It does not really make much sense to make a super long file by stitching multiple pages together. I have doubts that the staff would be able to read the text in that file.
It's an absurd technical limitation that they don't allow PDF. For the COE system, they did.

It's an absolute joke. Why does how you get there and on what flight make difference. This is supposed to be for covid control. The emphasis should be on vaccination and Insurance and one night quarantine.
Its not only me they would be chasing, I'm not using my private jet on this trip. Point is under the circumstances the Thais have designed tracking fellow passengers is now impossible nor does my flight itinerary give a seat number.
that info can be got from the airline easily. They share that stuff. I'm not saying it's an ideal system, or even a good system, I'm just stating the idea behind it.
yes Thais think it will work but in reality it won't. Not enough time before 12 noon check out to locate hundreds of people. It's just pointless beaurocracy but then we are used to that in Thailand.
you are required to report your address via TM30. However, I don't know if you have noticed how quick the police catch up with someone if they really want to.
