You cannot save your progress on the Thailand Pass application. It needs to be filled out completely in one sitting, as the website does not retain filled information and can timeout quickly. It is recommended to have all necessary documents ready for upload. However, upon returning to the site, you can retrieve previous answers by clicking on the fields.
