TLDR : Answer Summary
If you arrive by boat at Koh Lipe, you are granted a 30-day visa exemption. The previous 15-day rule for entry via land borders was abolished in 2016. It's important to note that arriving by boat is treated like a land entry, so it doesn't count against the two entries you can make per year.

Bear in mind boat is considered a land entry so you need not to have used up your two per year.

thanks! Yes, I’ve done “one”. I went out in December (exemption until January 2019) but for some reason the officer market it as (1) for 2019. So this will be my second. Only going to Koh Lipe if my SA passport gets denied at Mae Sai and Chiang Khong.

30 days. Old 15 day rule via land borders stopped in 2016.
