My question is, do the same rules and procedures apply to HCM City, Vietnam, to obtain a ME Visa based on marriage, same documentation and not financials??

the ONLY difference between Savannakhet and HCMC is that in Vietnam they ONLY take US dollars AND you need a letter from your wife addressed to the consulate asking that you be issued the visa
