TLDR : Answer Summary
Currently, Non-Immigrant B visa holders are not required to do a 90-day report due to an amnesty that lasts until July 31st. However, if you are on a long-term extension from the immigration office, it is advisable to file your report as usual to avoid potential long queues later.

I'd wait. You have a 7 day grace period after the due date.

While you technically qualify for amnesty and are not required to do a 90 day report until July 31st when the amnesty runs out

IF you are on a long term extension of stay from the immigration office where you normally do 90 day reporting just go file your report like normal.

The immigration offices are almost empty and you'll be in and out in just a few minutes

There is no advantage in not reporting (especially seeing as on July 31st you could be in a queue of thousands of people who didn't report and now all have to
