I was supposed to do my 90 day report on the 15th. But everyone is saying it's waived until the 30th. Does that mean I should go the 30th? Or do I just add 90 days more to the date I was supposed to do it?

TLDR : Answer Summary
Due to recent announcements, if your 90-day reporting due date falls between March 26 and April 30, you are not required to file your report. It is best to confirm any further instructions from official sources soon.

It looks like the OP (and a potential hijacker) got the answers they wanted, so I'm closing comments.

If your due date is between 26 march and 30 April you do not have to do the 90 day report. How this get corrected is something unknown and we have to wait until the new announcement.

There must be an updated before 30 April as the current amnesty rules are until 30 April.
