TLDR : Answer Summary
Many users have successfully used the immigration e-service for 90-day reports by first creating a user account on the portal. It's essential to file at least one 90-day report in person before using the online service, and applications must be submitted between 15 days to 7 days before the reporting due date. Also, ensure you are using an immigration office that permits online reporting.

For any of the online 90 day reporting to work you have to have filed one 90 day report in person, have to be applying within 15 days before down until 7 days BEFORE your actual due date AND have to be using an immigration office that allows 90 day online reporting.
