TLDR : Answer Summary
If you are entering Thailand on a visa exemption without a TR visa, you may be required to provide proof of onward travel before boarding your flight. Airlines often refuse boarding to passengers without evidence of exit plans for the 30-day period of stay. However, once in Thailand, immigration may not ask for your exit plans when you choose to extend your stay.

If you don't have a Visa and are planning to enter using Visa exempt, then you can be refused a COE and/or the airline can refuse let you board unless you show onward travel within the 30 days you'll be stamped in for. They don't care if you plan to extend, and when you go to extend they likely won't ask to see anything about your exit plans.
