TLDR : Answer Summary
The necessity of providing proof of onward flight when applying for a 90-day ED Visa in Thailand varies by embassy and consulate. Some users report not being asked for this proof, while others emphasize the importance of checking with the specific embassy's website, as requirements differ.

I wasnt asked for proof of onward travel when applying for an ED in Savannakhet, around august 8th, not sure if things changed since but thats my two cents, however proof of funds in the form of a bank book or statement (not cash) is required.

Where are you making the application???

And have you had an E Visa before? Is so when was it issued?

And what visa are you now on in Thailand?

I ask because some Thai Consulates have recently changed their rules for the Ed Visa.
