TLDR : Answer Summary
Yes, your diploma and transcript need to be certified as authentic by your university if you plan to transfer your tourist visa to a Non-B visa, especially if you intend to work in Thailand.

It needs to be certified as being authentic by your university in order to get a work permit if you are going to teach in Thailand.

it is not a matter of notarizing. All a notary does is verify the person signing something is actually the person signing. It does not certify that it is real. You need a certification by the university that your diploma is real. You can do it by mail, and most universities charge a fee to do it.

my understanding is that the school would certify the documents in the presence of a notary, who then stamps, confirming that it was a school official who did the certification. Are you saying the notary is unnecessary?

how ever your university certifies the authenticity of your diploma is how they do it. Not every university does it the same.
