There have always been tensions between Thailand and Cambodia. Lands issue. I would apply from Vietnam if you can. Cambodia purposely takes weeks and weeks from what I've heard
The tensions should not be the problem to get the visa, but it might lead to stopping direct flights between the countries.

No. I applied there In April and only had the amount of 500k for about 2 -3 weeks. I did provided 3 months statements which showed a lowest balance of around 150k. My statements did also show normal usage of income/expense.

This and given the tensions, they might even decide to close the embassy down or stop processing visa applications if things escalate.
The best place so far is Hanoi.

The drama between the two countires is not very predictable. Waiting for the day they close the borders completely. Not sure I would want to apply in a country where there is outrage toward thailand for a thailand visa
