Do I need to fill out a TM30 form when staying in Thailand, especially if I stay with friends or in a hotel?

Ref Tm 30 I have been going in and out of Thailand for 14 or 15 years, living in Pattaya in the early days now living near Phrae. I have never filled out a Tm 30 nor has my Thai wife been asked for or fined over this form. Is this another rule that immigration has decided to enforce or have I been lucky. I will ask at Nan on returning to Thailand in June. Do you need to inform immigration if you stay with friends or in a hotel for a few nights. Thanks
