Do I need a TOEIC test to obtain a Non-B visa in Laos as a South African teacher?

Hello wonderful people.

Question about TOEIC:

I'll be going to Laos to get my Non-B as an international school teacher. I'm South African so I know I need to take a TOEIC test to get my work permit after that. But do I need it to get my Non-B in Laos? My school says no, but when I tried to get my Non-B at Bangkok Immigration they asked to see my TOEIC results and since I hadn't done the test yet they refused my application.

You do not need it in Laos. Only here when you get your work permit. I have just been through this. Bu the Toeic is required for us. Painful. But no need for it for this first step in Laos. Here in bKK they are full of it!

only listening and reading. No speaking and writing needed at all! It is a joke though to be honest. But they want it. So we do it

Toeic is no more a requirement even for work permit.
