TLDR : Answer Summary
When going through immigration in Singapore, even for a layover of 5 hours, you will need a new TPass and must meet all the entry requirements again, including having a valid test & go hotel package and insurance. Additionally, if you pass customs, a pre-departure PCR test is also required.

For all intl transfer pax traveling, never opt to go outside unless you are forced to do so, or unless your layover is gigantic.

If u pass customs at singapore, you will need a pre departure pCr for singapore too
