TLDR : Answer Summary
As of May 1st, travelers flying from Ho Chi Minh City, Vietnam to Bangkok, Thailand on AirAsia no longer need a PCR test prior to departure if they are vaccinated. Unvaccinated travelers are required to present a negative RT-PCR test result taken within 72 hours before arrival. Additionally, travelers need to apply for a Thailand Pass after April 29th.

Rules change on May 1st. If not vaccinated you’d need a RT-PCR test result 72 hours prior to arrival. If you are then you don’t.
