TLDR : Answer Summary
To return to the UK from Thailand after November 1, you are required to have a PCR test booked and paid for prior to your flight. It's important to check the specific requirements on the UK government website, as regulations can vary based on your destination and airline.

Into UK you need one booked and paid for before you fly back. UK govt website has info on whats needed. Best check rules for where your flying to after leaving Thailand.

its very hard to find any info on when leaving countries what you need, most require a test to even board check in upon departure from a country
there are NO requirements to leave Thailand. If you're looking for that you're wasting your time. You need to look for ENTRY requirements to your destination.
I don't know. It depends on what the UK requirements are. The airline will enforce those requirements, but because UK told them to not because Thailand did.
Thailand could care less what you do when you leave. But if the UK requires a test, then the airline will want to see it in Thailand before you board your plane. You need to look at what the UK requirements are and abide by those. There are Facebook groups that are made specifically for helping people get into the UK.
uk govt and airline have all the info for entering UK. I.e. fully vaccinated entering UK FROM USA, a prepaid covid test done up to 2 days after arrival and a locator form.

This is completely dependant on your destination and airline. Thailand has no regulations for when you are leaving the country.
