Pink cards can be used to renew Thai DL because they now require address validation. US consulate doesn’t notarize residency anymore and you would have to do it at your immigration office and a lot of paperwork.
it’s probably no surprise that the different IOs have different requirements and procedures. e.g. Bangkok IO is streamlined and less complicated than Nonthaburi.
i just do that this week. 10mins in the IO and picked up for free next day my certificate of residence. so easy. 🤷♀️ alternative they give it instantly for 500 baht
You need a yellow book. That's what allows you to get a pink ID.
That means you need to know the owner of a property with the blue book who will allow you to get a yellow book for their property.
I don't think your visa type matters, but each amphur office gets to make their own rules about getting a yellow book. These rules range from very simple and easy, to literally impossible as in they don't accept the applications at that amphur office.
So what anyone writes really won't matter to you. The only thing that matters is what the amphur office for the address you would be applying for says.
My anecdotal experience would corroborate; last year I added my wife for the first time to my yellow book in Samui, and it took 3 visits over two months, with interviews scheduled out a few weeks.
Recently I moved her to my house in Nonthaburi and because my Thai is not great the lady at the Amphur thought I was trying to add my wife for the first time, and not move her. When she saw the documents we had she said we had everything but asked if she could take copies and have us come back tomorrow because it would take some time.
When she realized it was just a “move wife’s name” and not an “add wife’s name” it took five minutes, but even adding her name seemed like it would have been much different/quicker than where we did it.
Admittedly didn’t go through the process, but left with the thought of “oh, if I had done it here it would have taken days instead of months” 😅 Both places were lovely either way.
