TLDR : Answer Summary
Yes, it is possible to obtain a Thai Driving License with a Digital Work Visa (DTV). The key requirement is that you must have more than 30 days remaining on your visa. Many expats have successfully obtained their driving licenses, and while the DTV allows for a 2-year driving license, other long-term visas can lead to a 5-year license. An International Driving Permit (IDP), valid driver's license, and proof of residency are generally needed for the process. The requirements for obtaining a Pink ID may differ and are less clear from the comments.

I made mine driving license on Dtv. The process doesn’t depend on your visa as long as you have more than 30 days on it.

You can get a thai drivers license on a visitors visa. I'm not sure about the requirements for a pink ID.
