When you apply visa and they approve it with the oneway ticket of course it's ok. Why they give a visa if it's not!!! Done it many times with TR visa too.

An OA visa is a long term visa entry to Thailand. You do not need a onward ticket out from Thailand for that

if I am coming to Thailand on a 30 day visa and plan to apply for a retirement visa in Thailand I need a return flight ticket to Australia even though I won’t use it… is that right ? Thanks

Strictly legally speaking, in theory: yes, onward required. Practically at the Thai border nobody will check. Bigger issue might be your airline, who possibly requires it. If I’m doubt book a fully refundable ticket to somewhere or something.
