Can My Friend Change Employers on a Non-B Visa Without Returning to Iran?

Hello!! Im posting for a friend.

My friend is a little confused. So he is about to change jobs, cancelled work permit and then went to cancel the visa as he been told. But then he got notified that the Visa wasn't cancelled.

He went to immigration in Bangkok and they told him that as his visa doesnt have the current company's Nme written in it they can make the change to the new employer. 

His question is: if turns out that they wont do the change, would he have to go back to his home country (in this case Iran) to make his non-b?

Have anyone had a similar situation?

If your friend has the Non Immigrant B visa valid for 1 year and doing 90 days border runs to activate a new 90 day period, there is nothing to cancel and if there is no name on the visa, it can be used to apply for a new work permit by his new company using the Work Permit application method 1. Does your friend have a visa ("the sticker") or an extension of stay ("the stamp"). Also, what is your friend nationality?

PLEASE, people can NOT cancel a visa and people can NOT renew a visa.

he has a Non-B multiple entry for 1 year. The sticker. But on the sticket the name of the company isnt written as they normally do.
