Can my friend apply for another education visa at the Thai embassy in Vientiane for Muay Thai boxing?

A friend of mine studied with a education visa he received in Vientiane at the thai embassy 3 years ago. Now he decided to study mauy thai boxing on a education Visa.

My question is,

Can he go to Vientiane thai embassy again to apply for another education visa.

it has far more to do with their current entry history to thailand, like; are they living here on back to back visa exempt or tourist visas or what?

The earlier ED visa was gotten long enough ago not to have an issue if he uses Vientiane.

let him first contact the school, the time that people could decide by themselve what kind of visa would be nice is gone. The school and the MInistry of Education need to provide documents needed to apply for a Non Immigrant ED visa.

What does the school advise? My understanding is the school has to write a letter to the specific embassy asking for the ED visa. And, what is your friend's nationality?
