TLDR : Answer Summary
The user is currently on a 6-month multiple entry tourist visa and is interested in upgrading to an O-A retirement visa. They are concerned about maintaining the required 800,000 baht in their Thai bank account. A commenter clarified that the user can withdraw money only after receiving the Extension of Stay, but must ensure the balance does not fall below the required amount until the extension is granted.

You can take money out AFTER you get the Extension of Stay - not before.. You cannot let the balance fall below 800,000 baht until given the Extension of Stay
Okay, so you applied for the Non Immigrant O visa and it is under consideration till 1 Nov. That day you will get the Visa stamped in your passport with 90 days of stay. After 60 days of stay you can apply for the 1 year Extension of Stay, the documents needed are almost the same, just check them with Immigration if you get the visa. Be aware that if you like to travel you need a re-entry permit to keep the permission to stay alive.
