never saw Vientiane offer year long multi-entry Non-O's based on marriage to a thai for many years now

It shouldn't be a problem as long as your Swedish marriage certificate is in English or Thai. At least it was okay before covid. If you want to make sure, try to call embassy/consulate in Laos where you want to apply at.
