TLDR : Answer Summary
Traveling from Udon Thani to Koh Chang is currently possible, as the island is open with no quarantine requirements. There are options such as private taxis and buses available, particularly with services offering minivans plus ferry transfers from Bangkok for around 750 baht. However, flight services are not operational yet and likely won't resume until October.

Koh Chang totally open. Easier a private taxi. Buses are offering the service to Thai citizens, planes are not running yet.

Not told any problem with inter provincial buses but only picking up at the main cities. Micro buses or mini buses seem to be working now.

not checkpoints any more you can freely travel between provinces. Not quarantine required once that you arrive, ferries working almost with normality (1 ferry per hour from one pier and one every two hours from center point)

now inter-province is ok. Am in CM. Met 2 couples today 1 drove from Trat, other Pitsanoluk. Didn't ask about ferry from Trat to Koh Chang but assume, as no reason to be inTrat other than the Island.
