As of December 2020, it is not possible to complete the 14-day quarantine in a hotel in Samui. Travelers must quarantine in Bangkok or Pattaya, as they must stay in the first place of entry into Thailand. Currently, there are no international flights to Samui, and therefore no Alternative State Quarantine (ASQ) hotels are available there.

It must be at the first place where you enter the kingdom. Arriving bkk? Then bangkok (or pattaya as it's very close to bkk). Arriving HKT? then phuket it is. No domestic flight or journey permitted beyond the direct trip to the approved hotel.
