Can I switch from singe-entry Non-Immigrant B (yearly extension expiring on 30th April 2020) to Non-Immigrant O (Thai wife and child) in Thailand? Or do I have to go to Thai consulate abroad and apply for new visa?

Prepare documents then apply for new extension, reason "support family" then apply 45 days before your current end (BKK) or 30 days (Provinces).

To make things clear, you do not have a visa.

You are in Thailand using the big stamp from Immigration with in line 2 the text Extension of Stay is permitted up to ../../..

Before this period ends you can apply for a new 1 year Extension of Stay and use this time based on being married to a Thai National. After the 1 year is stamped in your passport you can apply same as you did last years for the Multiple Re-Entry Permit.

If you are on yearly extension already, you can change the reason for next time with meeting the requirement. If it's Non-B, you need to cancel it and apply new extension same day.

If you are still on first entry form single entry visa, You cannot apply extension for different reason from visa itself for the first extension. In this case you need to get new visa first.

You can apply for new extension for new reason : being married to Thai national or raising half Thai child with meeting requirements.

Or you can go to consulate in outside Thailand to get Non-O multiple entry visa being married to at Thai national or raising half Thai child.
