Quick question....if I have a non B multiple entry visa and I want to move to a retirement visa can I do that by not having to leave the country and if so how. TIA

if you are on a year-long, multi-entry Non-B visa <-(the kind where you used to bounce in and out every 90 days before this covid shit show) and are now on amnesty you can't go to an extension based on retirement or get a Non-O visa based on retirement.
You can't change visa types inside the country and you can't get an extension for any other reason that the one the visa was issued for :(
