I have Thai scooter license 

Expire date 27 October 

Can I renew the license 1 November few days late

Unless u are not in thailand or you want to renew after your birthday to gain extra mths....the new expiry date will follow your birthday not your renewal date

if you renew 4 weeks after expiry, the new DL will be valid from 5 years and 11 months, it follows your birthday, not the day of issue

Basically you have up to 1yr to renew BUT if get caught driving/riding with a expired licence will be a diffrent story
