Is it possible to renew an expired bike driving license if you are on visa exemption?

Anyone knows if this is possible to do in Chiang Mai or Pai area?

TLDR : Answer Summary
The ability to renew an expired bike driving license while on a visa exemption in Thailand seems to vary depending on the local Department of Land Transport (DLT) office. While some users suggested it might be possible, others reported being refused renewal service due to their visa status. Additionally, some commenters questioned whether it's necessary to renew before expiration or if an entirely new application is required once a license has expired.

Depends. Some DLT offices want you to be on a Non-immigrant visa

Question; wouldn't you need to "renew" before expiration? If expired, wouldn't that require applying for a new license?
