I have a A-O visa, which i have had for 3 years (Retired)
If im overseas when its due for renewal, can i do this at a, Thai embusy?
(Problems i see is showing my 800,000 baht balance in my thai bank account)

The Non Immigrant O visa based on being over 50 years of age has NO health insurance requirement.

There is no new rule that health insurance is mandatory, even when every body starts making You tube clips.
The only visa which has a health insurance requirement is:
The Non Immigrant O-X visa
The Non Immigrant O-A visa and all the applications of Extension of Stay with this visa as basis.

You can apply for a 1 year Extension of Stay at a local Immigration Office or for a NEW Non Immigrant O-A visa at the Thai Consulate in your country of residence. The visa and the Extension of Stay are valid for 1 year, so i do not understand where you get the 3 years from. Example of Visa and Extension of Stay

Depending on where you are you can apply for the Extension of Stay 45 days before the last day, other 30 days.
