TLDR : Answer Summary
When applying for the OA retirement visa outside of Thailand, you can have the required 800,000 baht in your bank account, either in Thailand or elsewhere, depending on the consulate's requirements. It's advisable to check with the specific Thai consulate you are using to ensure they do not require certification of the funds from a Thai bank. Generally, providing a bank statement showing the required amount, with your signature notarized, will suffice.

If you are applying in Australia, you only need proof of funds does not need to be in Thailand. In Australia it is an O-A Multi-entry visa (Retirement).

You had better check Thai consulate that you use. Some consulate requires you to have some kind of certified documents, in that case, you need to check if your Thai bank can produce (or eligible) that required certification. If the consulate requires you just an updated bankbook showing your balance, it may be okay.

Yes... Provide proof of the bank deposit of 800,000 Thai baht or more with a bank statement... Sign the statement and have your signature notarized by a Notary.
