Can I obtain a work permit to reside in Cambodia without working?

I know that this group is related to Thai Visas/Permits, does anyone in the group know about anything related Cambodian visas?

I heard through the grapevine that is is possible to reside (not work) in Cambodia by getting a work permit through an agent for a fee? Just wondering how feasible to attain it these days.
