Can I apply for my second Tourist Visa in Penang without issues after multiple entries this year?

You will not have any problems being issued a tourist visa by the embassy, but, that does NOT automatically mean immigration will let you back in the country without the proper long term visa, if immigration decides you are trying to stay long term on tourist entries. Be fully aware of this little detail. It isn't up to the Thai embassy if you get in. It is up to the immigration agents when you actually try to enter. I might add that if you have had two visa exempt entries this year crossing the border, you will be refused entry on the third one, and you've already used the two you are allowed each year crossing the land border.
