Am I able to go and get a re-entry permit at immigration on behalf of my wife? Or does she have to be there in person?
Many thanks

TLDR : Answer Summary
It's generally required for your wife to be present in person to obtain a re-entry permit at immigration. One commenter shared their experience where they were eventually able to get permits for their family after convincing a manager, but it is recommended that she attends to avoid any potential issues.
She is supposed to go in person. I went once to get permits for my wife and kid, and got referred to a manager with whom I pleaded. She was stern, but relented and I got the permits. Best that she goes if you want to avoid hassle, or get it at the airport.
