Is it possible to get a 90 day O visa for either marriage or retirement whilst in Thailand on a tourist visa. I don't want to use any agent if possible.

You can do it but immigration told me it’s easier if you do it from abroad, so I need 800.00bht in the Thai bank account I have, that needs to o be there for 2 months before you apply and then for a further 3 months. I was approved for my non-o in the uk
You are talking about something different to the OP as you already have your Non-O. Two months before and 3 months after are not the requirements for the initial Non-O Visa, that is for the 12 month Extension of Stay. Seasoning for the initial Non-O is required in Jomtien and a very small number of other Immigration Offices.

You don't. Visas are for going to a country. You get the visa before you travel to Thailand from a Thai embassy. That visa allows you to open a bank account. No visa, no bank account. Therefore you will not be getting any visa in Thailand. You will need to leave and apply for a non-O visa based on retirement or marriage from a Thai embassy, then return to Thailand with that visa and open a bank account.
Yes, really. Only Jomtien and a couple of other offices require 2 month seasoned funds for a retirement Non-O, the norm is 800k on the day of application.
You really should have thought this out and got your Non-O before you travelled which would have allowed you to open a bank account for the transfer in time to season for the 12 month extension application.
