I’m in Thailand on an OAME I got from London a couple of months ago.
Will i be able to leave and re enter without proof off medical cover/insurance ???

The new police order only refers to when you apply for a new non immigrant o-a visa or when you apply for a new extension of stay after having the non immigrant o-a visa. We like to keep the discussion in one place, if you have any further questions please comment on this link
I think you will have to wait until AFTER the 31st of Oct and find out how the immigration officers are going to interpret the rule.
In theory, yes, the way the rule is written until you apply for a yearly extension of stay on that visa at the immigration office you shouldn't have to show proof of insurance, BUT in reality it's anyone's guess.
