If you have an actual legal business, that you pay taxes on then maybe, but without a legitimate business then no, as eBay will not give you any documentation stating you are allowed to work remotely, or that you work for them. You need a separate legal business.
DTV is a tourist visa. I doubt you will get a Thai PayPal account as no Thai ID Card. As for business you cannot have a legal entity in Thailand as above poster pointed out.
