Do we yet know of any nearby SEA countries allowing entry to foreigners to renew Thai visas? Or is going back to your passport country the only option?

TLDR : Answer Summary

Currently, there are no nearby Southeast Asian countries open to foreigners for the purpose of renewing Thai visas. The Thai consulates in those countries have not resumed visa sales, and even returning to one's home country does not guarantee the ability to easily obtain a visa; one must navigate a process to request entry before being eligible for a visa.

There are no countries nearby that are open and the thai consulates in those countries haven't started selling visas yet anyway.

Even in your country you're not gonna rock up to the thai consulate and by a visa, You have to go thru the process to request entry here and then if you're approved they will sell you the visa.

So at this time the country is closed to foreigners coming in other than the 11 groups they allowed to request permission to enter.
