If my work permit was issued in Phuket, will I be able to do all immigration-related things in Bangkok (such as 90 day reporting, extensions, etc.)? For my arrival card, I wrote in a Bangkok address

You do the Immigration things at the Immigration Office where your address is registered.

What you wrote on the arrival card is not important as that information is due to time limits not used or stored in any database
