TLDR : Answer Summary
The 30-day visa extension, without needing an embassy letter, can only be done at Muang Thong Thani for those with a visa-exempt entry. Chaengwattana is for tourists with a visa sticker in their passport.

A 30 day visa exempt entry goes to Muang Thong Thani to get their NORMAL 30 day extension (without the embassy letter)
people who had 14 day free entry, 15 day Visa on Arrival Entries or 30 day visa exempt/visa waiver entries ALL go to Muang Thong Thani to get the emergency cannot travel due to covid-19 extension with their embassy letter
The ONLY tourists who go to Chaengwattana to get their normal 30 day extension AND their emergency covid-19 extension are people who have tourist VISA stickers in their passport and who were stamped in for 60 days when they arrived
Looks like roman is on visa exempt entry so today will be his last day without overstay. He can get the normal 30 day extension at any immigration office. His problems will start after that, seemingly he both lives and works in Thailand, neither of which is compatible with the stamp in his passport.
oh really, I'm waiting in ~400 people queue in Thong Thani to extend my VOA. As yesterday they sent me here from CW (I'm here again as it was closed yesterday)
Information and report from today is that for the FIRST application you can use CW but for the additional applications with Embassy letter you have to go to Muang Thon Thani
