TLDR : Answer Summary
The extension for a multi-entry Non-O visa must be done at the immigration office that serves the area where the visa holder and their Thai spouse reside, as reflected by the local house book. Using a different office or a house book with another address is generally not acceptable.

A Thai house book is the official registration of a Thai person and their legal address. This is used by a Thai to do government related activities. If your wife tries to use another person's housebook, it will be rejected because it wouldn't have your wife's name on it.

And 1 more question, is it acceptable to use a family member's house book in a different area (at their local office)?
Different immigration offices have different policies, however I can not see why an immigration office will allow your wife to NOT use her housebook. All Thais have a housebook.

Thanks Tod! Is that because the address on our "house book" must be local?
