If you've applied at the Thai embassy in Vientiane before, I suggest you next go to the Thai consulate in Savannakhet because some consulates don't want you to apply for more than 1 or 2 tourist visas in a row. If you change to a different one, the problem is resolved.

I think it should be OK as it's a tourist visa. Immigration usually doesn't ask questions until its like your 5th or 6th tourist visa in a row and even then it's not guaranteed they will.

Maybe. Are you Burmese? If they allow you to apply for a new visa there, it's OK. Otherwise, you could fly in and get 45 days (normally Burmese citizens get only 14 days).

Good plan. I nearly always recommend land based entries. For anyone that is short on time, you can fly to/from Udon Thani, which is what many Laotians looking to save a bit of money compared with flying from Vientiane do. Also, there are a lot more flight options than from Vientiane.

By flying domestic, you avoid the crowds at immigration on arrival in Bangkok though sometimes the Nong Khai land border crossing can get busy too.

However, there is a direct bus from Vientiane city to Udon Thani, from where you can get a taxi to the airport so it's usually around 3 hours door to door from downtown Vientiane to Udon airport.

It can be a lot faster than this if you take a taxi to the Friendship bridge then a van or taxi from the other side to Udon airport. All the vans automatically take you to Udon airport as most travelers who come from Laos intend to fly out of Udon. Using this method, it can take as little as 90 minutes from Vientiane to Udon airport, which is not bad.

You can do as many as you want. There is no rule about it.

But eventually the embassy or the border immigration is going to tell you that you're not a tourist because you've been in Thailand for too long, and will either reject your application for a visa, or deny you entry.
