TLDR : Answer Summary
The user is asking if their friend, who has a 45-day entry visa for Thailand and plans to stay only 28 days, can visit Laos briefly and then re-enter Thailand. Comments confirm that he will receive a new visa stamp upon re-entering Thailand, whether by air or land, with no issues expected.

Yes no issue. I'm assuming it's his first trip or at least first trip to Thailand in a while (post Covid) hence everything will be perfectly fine. Reentry whether by air or land will be equally good.

You friend should get a new visa exempt stamp for 45 or 30 days when you return.
