TLDR : Answer Summary
Yes, you can buy a SIM card at Koh Samui Airport. Several options are available, including AIS and D-TAC, with AIS offering a plan for 399 Baht near the taxi stand after luggage collection. However, some users suggest that purchasing a SIM card outside of the airport might be cheaper.

and sometimes it is nice to get personal opinions from those who have experience and first hand knowledge rather than turning to google where information is often outdated :)

I would choose AIS over DTAC. When DTAC works, it works pretty well. AIS seems to work many places. Can't buy AIS from 711 (or at least you can't pay your bill there). Maybe you can find AIS at the airport before Koh Samui ( assume it will be Thailand). AIS services several countries.

I heard that AIS is far more expensive than True Move, I will be in Koh Phangan the majority of the time?

I haven't prices them lately. My wife's AIS unlimited internet is $20 usd /month. My unlimited 5G is $30 a month. I think similar packages in the US will cost $$$$, so 'expensive' is relative.

I couldn't speak to Koh Phangan. I have never been there.

I was on one side of Koh Sumai last weekend. Every where I went the internet was pretty good. Occasionally I would find myself in a building on the side of the hill, which would get shotty internet, but mostly the internet was good.

Koh Tao had good internet on half of the island. The other half of the island was sparsely populated so there weren't many towers, no internet. If you stay were people live the internet was quite good. This was about 2 years ago.

I imagine Phangan is about the same.

They have an app you can use. Just use your credit card. Its odd. When I try to pay via app it has issues with my credit card but when I pay with Lineman it accepts my credit card and the AIS accepts Lineman.

It will make more sense to you once you have the app installed and you are looking at the options.

Lineman. Here in Thailand everybody uses "Line" to for the go-to Messaging app. Lineman is payment app associated with Line.

I would recommend get online, download Line create a profile. If you need to make appointment or talk to someone they'll ask for your Line Id.
