I have a 60 day Tourist visa, can I apply for an O-A 12 month multiple entry visa in Thailand or do I have to first apply in Australia due to the list of requirements such as police check, health insurance and medical certificate.

most people get a single entry tourist visa from the thai consulate in their country before they come here, arrive, get stamped in for 60 days, get their funds in place, apply for the 90 day Non-O visa (again no A after that), wait the two weeks it goes under review, go back get the Non-O and new 90 day stamp inked in, then when they have 30 days or less left on that and their funds are seasoned for 2 months they go apply for the year extension.
Total cost is 2000baht for the 90 day Non-O, 1900baht for a year extension and then after you get that if you want to buy a re-entry permit (so you can come and go and not lose your stamp) it's 1000baht for a single re-entry and 3800 baht for a multiple re-entry.
More and more people are opting to do the in country Non-O visa/extension rather than get an OA visa in their country (that requires the back ground check, medical certificate, proof of meeting the mandatory insurance requirement.
, most offices will let you apply when you have 30 days or less left on the stamp. The requirement is you need the minimum number of days left on your current stamp as the under review period the Non-O app goes under.
Most offices are 15 days or more but Chiang Mai and a few others are 21 days or more. Check with your immigration office to be sure (OR go when you have 30 days or less left and you'll be covered)

One advise. Get yourself informed about Non O versus Non OA. In the end you can do the same but a Non O is more easy. No demand for insurance, no healt check or criminal check prior to getting the visa.

It is more easy to apply for the conversion to a Non Immigrant O visa based on being over 50 years of age, get a 90 day stay and 60 days later apply for the 1 year Extension of Stay based on over 50 years of age.
If you want to travel during that year, apply then for the Re-Entry permit.
the over 50 and the 800,000 bht is no problem, so I still need police check, medical certificate and health insurance when I apply for 90 day visa in Australia then apply for the extension in Thailand? Any idea of the fees from immigration in Thailand for this extension? It's $300 in Australia.
